Background

The manufacturing sector is the largest contributor to export volume and the second-largest to GDP. Small and Medium Enterprises (SMEs) are a critical part of the economy in terms of production, job creation, and facilitating equitable income distribution. In the development agenda to enhance productivity and national competitiveness, especially in the manufacturing and SME sectors, science, technology, and innovation (STI) play a key role.

Objective

The Manufacturing, Science & Technology Division is responsible for planning and formulating policies, strategies, and programs for the manufacturing sector, STI field, and SME development to increase productivity and ensure Malaysia remains on track to become a developed and inclusive nation.

Main Functions

  • Formulate, plan, and review policies, strategies, and development programs for the manufacturing sector, SMEs, and science and technology to lead the nation's economic growth;
  • Evaluate, coordinate, and recommend development programs/projects for the Ministry and relevant agencies in the development of the manufacturing sector, SMEs, and science and technology;
  • Monitor and review the implementation of policies, strategies, and development programs/projects for the manufacturing sector, SMEs, and science and technology;
  • Conduct research studies for preparing profiles and reports on the development of the manufacturing sector, SMEs, and science and technology; and
  • Serve as the focal point in the implementation of the Fourth Industrial Revolution across all Ministries and agencies.

  • Plan the development of the Manufacturing sector, SMEs, and science and technology proactively, professionally, and effectively;
  • Carry out the preparation of the Long-Term Framework, the Five-Year Development Plan, and Mid-Term Review according to the schedule set professionally, efficiently, with quality and effectiveness;
  • Evaluate, coordinate, and approve development programs/projects under the Manufacturing sector, SMEs, Science and Technology sector in line with the preparation documents for the Five-Year Development Plan and Mid-Term Review;
  • Review, process, and approve requests for project scope changes, creation of new projects, and provide change notices regarding allocation ceiling amendments within 2 weeks after receiving complete information from Ministries/agencies;
  • Assist the Ministry of Finance in budget inspection for development programs/projects approved under the Five-Year Development Plan and Mid-Term Review;
  • Provide comments on the Cabinet Memorandum within 2 weeks;
  • Provide feedback on decisions from the Cabinet Ministers/Councils consisting of the Ministry of Economy in the Manufacturing sector, SMEs, and Science and Technology sector within 3 days from the date of instruction;
  • Respond to all inquiries related to the Manufacturing sector, SMEs, and Science and Technology and resolve issues as quickly, accurately, clearly, and courteously as possible; and
  • Provide reviews and opinions regarding the application to implement projects for the Manufacturing sector, SME development, and Science and Technology to the management of the Ministry of Economy and inform the applicants within 1 month after receiving the proposal or report from the Company/Consortium.
