Objectives

  • To design policies and strategies to ensure optimal use of resources for the health sector, housing, local government services, women’s development, family and community, unity, as well as youth and sports development
  • To provide a framework for sectoral planning for the medium and long term
  • To analyze and study issues related to the above sectors
  • To review and provide five-year development allocations for development programs and projects, and to assess the achievements and progress of each project

Main Functions

  • To plan the development of the health sector, housing, local government services, women’s development, family and community, unity, as well as youth and sports development
  • To provide input for the Five-Year Malaysia Plan, Mid-Term Review, and the Sustainable Development Goals Roadmap.
  • To evaluate, coordinate, and approve development allocations for programs and projects under the above sectors through the Rolling Plan in alignment with the Five-Year Malaysia Plan.
  • To review, process, and approve Change Notice applications for approved programs/projects, such as amendments to scope, cost, and project ceiling, including the establishment of new projects.
  • To conduct budget inspections for annual development allocations (DE) for approved programs and projects under the Five-Year Malaysia Plan.
  • To provide comments and feedback on Cabinet Memorandums and the decisions of the Cabinet/Minister related to the health, housing, local government, family and community development, unity, youth and sports development, as well as other social services.

  • To proactively, professionally, and effectively plan the development of the social services sector;
  • To carry out the preparation of the Long-Term Framework Plan, Five-Year Development Plan, and Rolling Plan according to schedule professionally, efficiently, with quality, and effectively;
  • To evaluate, coordinate, and approve development allocations for programs and projects within the social services sector in alignment with the preparation schedule for the Five-Year Development Plan and Rolling Plan for the Five-Year Development Plan;
  • To review, process, and approve project scope changes, creation of new projects, and issue change notices related to allocation ceiling amendments within two weeks after receiving complete information from the Ministry/Agency;
  • To assist the Ministry of Finance in conducting annual development allocation checks for approved programs and projects under the Five-Year Development Plan and Rolling Plan for the Five-Year Development Plan according to the set schedule;
  • To provide comments on Cabinet Memorandums within two weeks;
  • To provide feedback on the decisions of the Cabinet/Minister within three days from the date of instruction;
  • To respond professionally to all inquiries related to the social services sector and resolve issues as quickly as possible accurately, clearly, and courteously; and
  • To provide comments and opinions on requests to implement social services sector projects to the Ministry’s management and inform the applicant within one month after the proposal or report is received from the Company/Consortium.
