Background
The Services Industry Division (BIP) was established as part of the rebranding of SIP under the Economic Planning Unit in 2007. Starting operations on August 1, 2007, the establishment of this Division was justified by the need to give more attention to the development of the services sector, which has been identified as the largest contributor to the Gross Domestic Product (GDP).
Objectives
The Services Industry Division (BIP) is responsible for planning, formulating policies, strategies, and development programs for the services sector to strengthen it as the leading sector for the country’s economic growth. To achieve this objective, six (6) units have been established in line with the focus sub-sectors, namely:
- Macro, Finance & Private Healthcare Unit
- Professional Services & Global Trade, Bilateral & Multilateral Trade Unit
- Construction, Halal Industry, and Private Education Unit
- Logistics Services, Distribution Trade, Competition Policy, and Manufacturing-Related Services (MRS) Unit
- Arts & Culture Unit
- Tourism Unit
Main Functions
- Plan, formulate policies, strategies, and development programs for the services sector.
- Evaluate and recommend development allocations.
- Monitor the implementation of policies, strategies, programs, and projects based on KPIs/outcomes.
- Review policies, strategies, and programs, and propose adjustments and changes.
- Conduct economic research and intelligence gathering.

- Plan the development of the services sector productively, professionally, and effectively;
- Prepare the Long-Term Plan Framework, the Five-Year Development Plan, and the Mid-Term Review as per the established schedule in a professional, efficient, high-quality, and effective manner;
- Evaluate and recommend development allocations for programs/projects according to priority sub-sectors in line with the schedule for preparing the Five-Year Development Plan and the Mid-Term Review;
- Carry out monitoring and evaluation of approved development programs/projects under the Five-Year Development Plan and Mid-Term Review, and recommend amendments to the allocation ceiling within three (3) working days after receiving complete information from the Ministry/Agency;
- Prepare reviews of the Cabinet Memorandum within two weeks from the date of receipt;
- The review of the Cabinet Memorandum will be provided in a shorter time frame as per the client's needs, subject to sufficient information;
- Provide feedback on the decisions of the Cabinet Ministers/Minister within three (3) days from the date of the directive;
- Respond to all parliamentary questions related to the services sector and take coordination actions as quickly, accurately, and clearly as possible.
