Main Functions

A. International Cooperation

  • Formulating policies and technical cooperation programs with bilateral and multilateral agencies such as JICA, IDB, ADB, World Bank, UNFPA, and OECD;
  • Implementing cooperation programs between the Government of Malaysia and multilateral agencies, as well as participating in meetings/conferences organized by: OIC, Commonwealth Secretariat, ASEAN, ASEM, ESCAP, APEC, WEF, EU, OPEC, and other multilateral organizations;
  • Planning, recommending, and monitoring the development expenditure (DE) allocation for projects under the supervision of the Strategic Planning and International Cooperation Division, such as the annual contributions to international bodies;
  • Managing new technical cooperation programs from bilateral agencies such as China;
  • Implementing existing technical cooperation programs from bilateral and volunteer agencies such as JICA, IDB, and ADB, as well as new and potential technical cooperation from China and Russia;
  • Secretariat for the Malaysia-Russia Joint Commission for Economic, Scientific, Technical, and Cultural (ESTC) cooperation;
  • Coordinating cooperation with Development Partners and Development Institutions such as ADB, Northern Territory Australia, ASEAN Secretariat, GTZ, People's Republic of China, and Japan;
  • Preparing speaking notes/briefing notes for the Minister/Deputy Minister/upper management of UPE attending international meetings/conferences in Malaysia or abroad involving bilateral, multilateral, and development partner units; and
  • Formulating policies and strategies for technical cooperation between the Government of Malaysia and UNDP, UNICEF, and monitoring such cooperation through the Mid-Year Review Meeting and Year-End review.
