Background
The Strategic Planning Division (BPSt) was established in January 2024 following the restructuring of the Economic Planning Unit, Prime Minister’s Department (EPU, JPM) into the Ministry of Economy. The Strategic Planning Division (BPSt) is responsible for managing matters related to policy and affairs within the Ministry of Economy’s functions as a ministry. Matters concerning policies involving the Ministry of Economy’s role as a central agency are handled by the relevant divisions.
Main Functions
- Planning, preparing, setting, coordinating, and monitoring the policies and direction of the Ministry of Economy.
- Coordinating the implementation of the Five-Year Malaysia Plan.
- Coordinating the implementation of policies under central agencies, including the Ministry of Economy, Digital Department, Public Service Department (JPA), and Ministry of Finance (MOF), such as:
- Public Service Transformation;
- Outcome Based Budgeting (OBB); and
- Public Service Quality Index Assessment.
- Preparing and updating the Ministry of Economy Strategic Plan and monitoring its implementation and the institutionalization of organizational values, while also coordinating the strategic plans of other agencies.
- Coordinating the implementation of policies, strategies, and programs related to the MADANI Special Program Monitoring and Bumiputera development.
- Serving as the secretariat for the following committees:
- Main Policy Committee of the Ministry;
- Technical Policy Committee;
- Socioeconomic Research Committee;
- Strategic Plan Committee;
- OBB Committee.
- Coordinating Ministry Residency/Retreat Programs.
- Preparing, coordinating, and monitoring the Minister’s Performance Indicator (MPI) and MyMPI System based on the Malaysia MADANI Strategic Framework.
- Preparing, coordinating, and monitoring the KPIs of Senior Management Public Service Officers, from Tier 1 to Tier 4 within the Ministry of Economy.
- Coordinating feedback and intervention notes for key Government meetings attended by the Administration and Senior Management of the Ministry of Economy.
- Coordinating and managing courtesy visits of local delegations to the Ministry of Economy in collaboration with the Corporate Communication Unit.

- Coordinating the implementation of specific policies established under central agencies, namely the Ministry of Economy, Digital Department, Public Service Department (JPA), and Ministry of Finance (MOF).
