Main Functions

  • Planning, enacting and reassessing the policies and strategies of the development budget to ensure that the policies and strategies are in line with the policies of the Development Plan;
  • Assess and review the effectiveness of program and project planning policies and strategies to ensure that an integrated and coordinated long-term plan can be prepared;
  • Coordinating the distribution of the ceiling allocation of the development budget in a rolling plan for the Malaysian Development Plan;
  • Monitor and evaluate the overall implementation status of programs and projects including financial, physical and outcome performance;
  • Review, process and certify the change notice application online from the ministry within seven (7) working days after receiving complete information;
  • Identify training needs for planning programs and projects of the Ministry and agencies to make recommendations for the content and form of appropriate training;
  • Provide advisory services to the Ministry and agencies in aspects of program and project planning, development budget distribution and the implementation of an outcome-based approach; and
  • Coordinate and monitor the performance of the Five Year Development Plan Initiative.

  • Coordinating the distribution of the development allocation ceiling for programs and projects on a rolling plan every year for the Malaysian Development Plan;
  • Provide development budget inspection guidelines for each Malaysian Development Plan;
  • Review, process and certify the change notice application online from the ministry within seven (7) working days after receiving complete information;
  • Provide comments on the Cabinet of Ministers' Memorandum within two (2) weeks;
  • Providing feedback to the decisions of the Council of Ministers, the Economic Council and Y.B. The Minister within three (3) working days from the date of the instruction;
  • Provide professional advisory services in aspects of program and project planning, development budget distribution and the implementation of an outcome-based approach; and
