Functions
- Identify and analyze issues related to human capital development and the labor market, providing recommendations to address them;
- Formulate policies and strategies for education, training, and lifelong learning to ensure the delivery system provides adequate high-quality human capital to sustain economic growth and competitiveness;
- Provide population and labor force projections by economic sector, main occupational groups, and selected occupations for the short, medium, and long terms;
- Formulate policies and strategies for population, labor force, employment, and labor market to enhance the utilization of local labor and ensure the efficiency and effectiveness of labor market functions;
- Evaluate and allocate development funds for education and training programs and projects, and monitor their implementation;
- Evaluate the impact of human capital development programs and projects; and
- To act as the secretariat to the national advisory council on education and training.
Human Capital Development Division Function Chart
School Education, Higher Education, Training, Lifelong Learning
- Plan and formulate policies and strategies on school education, higher education, training, and lifelong learning
- Prepare policy papers on school education, higher education, training, and lifelong learning
- Collect data/information on school education, higher education, training, and lifelong learning, including intake, enrollment, student output, educational facilities, teaching staff, etc.
- Determine project priorities and allocate funding, including program/project and funding amendments
- Conduct evaluations and impact analyses on school education, higher education, training, and lifelong learning projects and programs
- Review and recommend annual and five-year development allocations
- Coordinate and participate in international human capital development activities such as APEC & ASEAN
Population, Labor Force & Employment
- Plan and formulate policies and strategies on population, labor force, and employment
- Develop a database on the structure of population, labor force, and employment by economic sector
- Provide projections on population, labor force, and employment by economic sector
- Study and evaluate internal migration patterns
- Analyze and assess the demographic structure of the population and its implications on the national labor force
- Evaluate the impact of population-related projects and programs on the country’s demographic structure
- Evaluate policies and strategies related to foreign worker recruitment and its effects on the national demographic structure
- Monitor programs to increase the participation of women, youth, elderly, and people with disabilities in the labor market
Labor Market
- Plan and formulate labor market policies and strategies
- Develop a database on employment by main occupational groups and selected jobs, including wages and productivity
- Collect, update, and analyze key labor market information indicators
- Study the demand for new types of jobs
- Provide employment projections by main occupational groups and selected jobs
- Monitor strategies and programs related to the labor market
- Develop an international human capital development database to serve as an indicator, involving organizations such as the OECD, ASEAN, and APEC

- To undertake the preparation of the Long-Term Outline Plan, Five-Year Development Plan, and Mid-Term Review according to schedule, professionally, efficiently, with quality and effectiveness;
- To formulate and coordinate the implementation of human resource development policies and strategies for the short, medium, and long terms to optimize human resource utilization;
- To prepare and supply labor force projections by sector and occupation at the one-digit level within seven (7) days from the date of receipt of the latest data and GDP projections from the requesting agency;
- To prepare and provide population projections by major ethnic groups and age structure for planning purposes within the specified time frame;
- To provide quarterly information on the unemployment rate, monthly information on productivity and wage trends in the manufacturing sector, as well as weekly information on employee layoffs, job vacancies, and new registrations within the specified time frame;
- To provide feedback on the Cabinet Memorandum within 2 weeks;
- To act as the focal point in coordinating Malaysia's actions and involvement related to human resource development at international conferences;
- To provide responses to Cabinet/Ministerial decisions within 3 days from the date of instruction.
