Strategic Planning International Cooperation

The National Outcomes Framework is a systematic planning method that focuses on achieving outcomes to meet the needs of target groups. In this connection, the national success framework will be aligned with the ministry's success framework and will ensure that government ministries, departments and agencies can improve the overall performance of the achievement of the Five Year Development Plan and further improve the public service delivery system towards achieving national goals.

It is a joint responsibility between the MEA and all ministries / public agencies. The MEA acts as a national level monitor while the ministries/agencies will monitor the ministerial level outcome framework which is the main contributor to the national level outcome framework.

The government has set specific and generic performance measurements for all ministries to ensure the effectiveness of the ministry's functions and responsibilities. In this connection, MEA performance is measured through:

  1. The achievement of national outcomes based on the targets set in the RMLT document
  2. Achievement of Government Promise implementation
  3. YB Minister's annual performance indicators (MyMPI)
  4. Top management's annual key performance indicator (KPI) achievement
  5. The annual performance of the ministry's development expenditure
  6. Public Sector Accountability Index Achievement

Achievement of Star Rating Index (SSR Index)
