About the Twelfth Malaysia Plan
  1. The year 2021 marks the first year of the Twelfth Malaysia Plan (RMKe-12). The preparation of the RMKe-12 is particularly challenging due to the COVID-19 pandemic and global economic and trade uncertainties. The RMKe-12 will be presented in Parliament on 27 September 2021.

  2. The RMKe-12 is the final part of the national recovery plan under the 6R approach, namely reform. This is to ensure that Malaysia is on a strong path not only to address the socio-economic issues and challenges arising from the COVID-19 pandemic but also to achieve sustainable long-term economic growth.

  3. The policies and strategies to be introduced under the RMKe-12 demonstrate the Government's commitment to achieving the goal of realizing a prosperous, inclusive, and sustainable nation based on the spirit of Keluarga Malaysia.

  4. The Government consistently prioritizes the private sector as a development partner. In this regard, the Government desires the private sector to continue playing a role as a growth driver through several specific initiatives and support that will be provided. Additionally, the business-supporting ecosystem will be strengthened to enhance productivity and labor market efficiency.

  5. Private sector involvement through quality investments, particularly in high-potential industries that have been identified, will be encouraged to enable the industry to shift towards higher value chains. Additionally, micro, small, and medium enterprises (MSMEs) with significant potential will be strengthened to become the backbone of national development. MSMEs will be encouraged to modernize their businesses by adopting advanced technology and digitalization, thus providing opportunities to explore global markets.

  6. The Government will also not overlook aspects related to inclusive development. The agenda to address poverty and bridge the gap between income groups, ethnicities, and regions will continue to be a priority. The welfare of Keluarga Malaysia, encompassing security, health, housing, and social cohesion, will also be enhanced. Furthermore, the empowerment of Bumiputera and development in less developed states will continue to be emphasized. To ensure that Sabah and Sarawak do not lag in development, specific focus will be given to improving infrastructure and basic services to support faster economic growth.

  7. The green development agenda will continue to be emphasized. This ensures that national development planning takes into account environmental sustainability and subsequently positions Malaysia as a low-carbon country. A more comprehensive approach will be implemented with broader involvement from the private sector, civil society organizations, and the public. The implementation of this approach will address the effects of climate change and conserve the country's biodiversity resources for the benefit of present and future generations.

  8. Focus will also be given to strengthening the ecosystem that supports economic growth and attracting quality investments, including developing skilled talent, providing better infrastructure and utilities, and encouraging industries to innovate and adopt technology. Furthermore, the Government will continue to ensure that public services provided are efficient and effective by enhancing digitalization in the public sector. The integrity, transparency, and accountability of the public service will also be strengthened.

  9. The RMKe-12 will build a solid foundation in forming a technology-driven and high-income nation with a more equitable distribution. This will enable Keluarga Malaysia to enjoy a more unified, harmonious, and dignified life by setting aside all differences and celebrating diversity.
